The Peoples Agenda 

Healthcare for all

Healthcare is a human right. It's your right. It's time for politicians to put our citizens' health first. Here's how we do that: 🌷Enact MiCARE as Statewide Universal Coverage 🌷 - Establish MiCARE, administered by a non-partisan governing body. Using the current Medicaid framework we can quickly expand Healthcare access to all Michiganders. 🌷Prioritize Underrepresented Communities and Rural Care 🌷 - Ban Medical Sexism against women and especially black women. - Introduce a trans healthcare act that illegalizes healthcare discrimination against the trans community - Ensure MiCARE guarantees the right to all gender affirming care for all - Using MiCARE we will invest into expanding rural clinics and work to expand telehealth infrastructure, and mobile units in the rural Upper Peninsula and urban Detroit areas. 🌷Strengthen Mental Health and Addiction services 🌷 - Increase state-designated funding for mental health and addiction services - Ensure all Michiganders have access to addiction + mental health resources with MiCARE 🌷Investing in Nursing 🌷 - Using Mi-Care grants, we can expand training programs for our doctors, nurses, surgeons, and more to address shortages. - Establish a nurse's day to celebrate all the incredible nurses of our state

A working class that matters

Bailey believes the working class has been left behind for far too long. It's time to elect politicians who prioritize you first. Here's how we'll do it: 🌷 Serving the Marginalized Communities 🌷 - Establishment of a reparations committee for black reparations - creation of a "minority GI bill", granting free college or trade school for all ethnic minority groups - Ban on prison slavery in state prisons - Emphasis the use of black ran companies for State contracts 🌷 A Stronger and Healthier working class 🌷 - Expand paid leave for new parents to 52 weeks - Double PTO up to 144 hours - End job lock with the passage of MiCARE - State-run public option for Auto + Home insurance 🌷 Expand wages across all sectors 🌷 - Ban wage discrimination explicitly, while illegal LGBTQ, Black, and other minority groups must be protected, no matter what - $25/hr minimum wage baseline by 2028, indexed with inflation - Eliminate the "tip wage", we must pay everyone equally - Re-establish the "prevailing wage" using $25/hr as a baseline for all industries 🌷 Limit Corporate Power 🌷 - End Just Cause firing - Restrict Corporate Mega donors from interfering in elections - Ban the Replacement of striking workers, force the companies to negotiate. - Raise corporate taxes to 10% - Implement a 2.5% millionaire surcharge after the first million dollars - End foreign, corporate and destructive lobbying 🌷 Investing into the working class 🌷 - Create a state ran investment fund under the power of the legislator - Pursue creating a state-operated pharmaceutical manufacturer - Pursue expanding EV manufacturing state wide with an emphasis on the north - Create a non partisan commission that focuses on expanding and strengthening - Implement Bailey's five-step infrastructure plan, creating sweeping reform and job protection for road warriors - Mandating that for every 7 years of work at a company, they are required to grant you 1 year's worth of PTO to use

Public funds, for public schools

Our schools have been the target of this federal regime. We must protect our educational institutions at all cost. Here's how we do that: 🌷 Easing the cost of Education🌷 - Codify universal Pre-K into law - Establish my equitable funding programs for public schools, pushing the burden to Private universities - Codify free school meals into law - Expand scholarships and grants - Create a Student debt forgiveness program - Create new grants for low-income students to cover housing and Meal plans at universities 🌷 Expand primary education 🌷 - Focus heavy investments into smaller public universities and Community colleges - Work with UM and MSU to integrate smaller universities into their eco system - Create a non-partisan committee consisting on elected college students Undergrad and Graduate State Wide to advise and present new ideas. 🌷Student healthcare is vital🌷 - We must expand mental health resources for students across the classroom - More direct intervention and support teams on stand by for universities - Establishing mental health exams to be administered by a Psychiatrist every year starting the first year of middle school - expanding budgets for schools arts programs 🌷 Making Education more effective than ever 🌷 - establish trade programs within high schools, allowing students to earn up to associates by the end of their senior year - Invest into STEM more, Focusing it into lower income schools - Partner with universities and create pathway programs to allow students to directly move from high school to college without the need to apply - Establish internships within the government as an alternative pathway for students

A more liveable society

The people need help, with a lack of a plan for the federal government, it's up to the state to take action. We need a plan. Here's Bailey's 🌷An emergency fund 🌷 - Establish an emergency fund that is only accessible during long periods of government shutdowns. - Ensure it covers food and heating assistance for every Michigander for at least a month - Prioritize funding to already established recipients of welfare - eventually expand to cover healthcare costs too by 2035 🌷PHIMBY Mentality 🌷 - State funding to create affordable housing in all vacant lots, cap the rent at 10% of income, with preference given to unhoused families and individuals - 10% tax on lots that lie vacant for more than 12 months - Establish a Michigan Housing Authority for oversight - When any rental building (even single-family rentals) goes up for sale, tenants + the Michigan Housing Authority get first right of refusal at a fair appraised price. State provides zero-interest loans so tenants or the public can buy and take the building off the market forever. - Ban any LLC, REITs, and private-equity firms from buying or selling any home or small apartment complex. - State-wide rent control measures, with a freeze on the bottom 50% of earners who are renting - Cap rent at a -2 to -3.5% to drop rent over time - When a tenant moves out voluntarily (not evicted, or removed against their will), the rent may increase by up to 4% - Establishing a PHIMBY Grant system for cities that align with policies granting major funding paid for by taxing Air BnBs and luxury homes more 🌷A Stronger Public Transport Authority 🌷 - Establish, using Michigan's local transit authorities, a statewide transit authority - Establish zero-fare bus transit in all cities in Michigan - Establish a commission on commercial railways, working to establish a state-wide railway system similar to Europe. - Students (K through college) and Seniors ride all public transport for free, always - Strip the privatization of Michigan's transport and re-establish it as the Publics transport - Using the expansion to Michigan's EV industry, establish a 2035 mandate of an all-electric, union-built fleet of buses. - Establish a cap on spending on public transport; any household or individual who spends more than 2% of their income gets reimbursed during tax season - Government workers, Contractors, employees, whether state or local, will be granted free public transport 🌷Childcare is not just for the few🌷 - Create a universal childcare bill making Childcare from the ages of 0-6 Free. - Establish the Michigan Childcare Authority (MCCA) to oversee the implementation and improvements of this plan - end for-profit childcare centers, pushing them into state control - Creation of over 1500 Childcare centers, that can teach, house, and treat children across the state - Every center provides free diapers, baby food, bottles, beds, and clothes, anything needed for families with a child 🌷Cheaper, public option to groceries🌷 - Establish a state-owned and operated grocery store in every food desert in the state. - Cap price markups at 20% for most food, capping essential items at a 3% markup - Capitalize on closed Walmarts, or other grocery stores to utilize unrealized space - Snap and WIC users pay up to half the cost on some items. - Shelves are reserved for local farms and local food businesses first - Stores are union-protected, with full benefits - Eventual Expansion to include pharmacies, Clinics, and post offices as free public services inside these stores - New 5% gross-receipts tax on every dollar of profit that Kroger, Meijer, and Walmart extract from Michigan shoppers above a 4% margin. - Restrict predatory dollar stores from opening any new businesses

Public Wealth for the Public Good

The 1% of our state has taken advantage of every for far to long. It's time to hold them accountable. Here's how we'll do that: 🌷Bring back fair taxation🌷 - 3% Wealth tax on Net Worth over 25 million dollars - Restore the People's tax rate, and eliminate the flat tax that plagues us - create new brackets for the peoples tax rate $0-$50k = 2% $51k-$100k = 4.50% $101k-250k = 6.75% $251k-$1 million= 9.25% $1 million
